Department of Medical Education
Introduction
Medical Education was not recognized as a separate, independent discipline till recently. Keeping in view the escalating need of this discipline in Health profession like all over the World, University of Health Sciences Lahore established the Department of Medical Education in the year 2004. The department strives for excellence in medical teaching and learning since its inception and provides educational resources and training, professional services and maintains active research involvement across the health and allied sciences. The key objectives of this department are;
- Development and updating of Courses of syllabi / Curricula of undergraduate and post graduate degree programmes.
- Professional development is provided through workshops, teaching sessions, grand rounds and faculty development in medical education.
- Implementation of innovative educational methodologies including problem-based learning and evaluation and assessment strategies including OSPE, OSCE and TOACS.
- Continuing medical education through selection of professionals from affiliated medical institutes in the relevant discipline and planning and organizing the interactive sessions. Feedback is taken from the participants for quality enhancement.
- Promoting research culture at both under and post graduate levels. The Department of medical education ascertains that basic and clinical sciences research conducted within the jurisdiction of UHS, meets the highest scientific, ethical and legal standards and must comply with the HEC guidelines and the standards and regulations proposed by PMDC. This objective is achieved by making sure that the research synopses have undergone the appropriate evaluation process through the Synopsis Review Committee for postgraduate disciplines.
- Professional audit of faculty of UHS and Student’s monthly performance evaluation. The data from these activities is subjected to statistical analysis for further line of action.
- International University Linkage Development in terms of academic, research and student/faculty exchange programmes in collaboration with Foreign Universities.
- Student’s Counseling Cell in which students are invited to share and be helped for their academic or personal problems. Recommendations thereafter are forwarded to the competent authority for final disposal.
- The quality control and assurance in the medical education (the foremost services of a newly established medical / health university) is imperative. This will bring more recognition of our degrees across the world and our professionals will compete their counter parts confidently beyond the boundaries
One of the most important function of the Department of Medical Education at UHS was to start faculty development activity at the individual affiliated Medical Institutes in the Province. For this purpose 3-4 faculty members from each institute were identified and were called “Master Trainers”. The basic objective was to develop a critical mass of professionals conversant with the latest teaching methodologies and assessment techniques who will cascade the training down to other faculty members in their respective institutes. The entire group of master trainers was subjected to extensive training in educational matters through 6 International and 18 National workshops which were organized with prime focus on training the Master Trainers about;
- Teaching Strategies (in Lectures, Problem Based Learning, Large Group Learning, Tutorials and Small Group Learning).
- Modern Examination Systems Like OSCE, OSPE, TOACS etc.
- Constructing Standardized MCQs/SEQs.
- Evaluation of Theory Papers.
- Integrated Medical Education

- To inculcate and promote research culture in the profession

2008-2009

These objectives of the DME have been successfully accomplished and have rendered a significant development in quality assurance in medical education throughout the province. The Master Trainers and the trained faculty were entrusted the job of training the faculty in their parent institutes which they are doing successfully and as a result a marked improvement in the academic as well as the research activity of the affiliated Medical/Dental Institutes is expected. UHS has also facilitated establishment of "Departments of Medical Education" in affiliated Medical/Dental institutes, with the help of Master Trainers for the capacity building of their own faculty. These newly established departments are very vibrant at the following institutions namely Allama Iqbal Medical College, Lahore, Nishtar Medical College, Multan , Punjab Medical College, Faisalabad , Quaid-e-Azam Medical College, Bahawalpur , Rawalpindi Medical College, Rawalpindi , Services Institute of Medical Sciences, Lahore , Lahore Medical & Dental College, Lahore , FMH College of Medicine & Dentistry, Lahore , de' Montmorency College of Dentistry, Lahore and Sheikh Zayed medical College, Rahim Yar Khan, activities of Medical Education have been started.
During the year 2007, with the help of experts, several new courses were launched including the undergraduate Allied Health Sciences courses and postgraduate diplomas syllabi. The office of Medical Education fostered the development of these programmes by providing an administrative home and technical as well as scholastic support. All these courses were significantly revamped with updating and modification of their duration, course contents, research component and examination pattern and focused primarily on acquisition and demonstration of clinical skills and clinical reasoning ability. The department very successfully accomplished this huge task in a short span of time and now has effectively implemented the courses in M.Phil Programme in Basic Medical Sciences (10 Disciplines), 2 Years Postgraduate Medical Diploma Programmes (12 Disciplines), 4 Years Degree Programmes (BSc. Hons.) in 14 disciplines of Allied Health Sciences in the accredited medical and dental institutes. Recently a new subject of Behavioural Sciences has been introduced into the curriculum of all Medical, Dental and Allied Health Sciences programmes at both undergraduate and post graduate level.
Department of Medical Education is also in deep liaison with other Universities Departments of Medical Education at National and International levels.
Department of Medical Education is taking candid interest in the quality assurance in Medical Education. For this, last workshop had been designed with the title of; "Quality Assurance in Medical Education"
The Cell of Continuous Professional Development and Audit (CPDA) has a close IT link with multiple resource centers for facilitations of research activities, project proposal writing, and investigation work. Example is establishment of Research Resource Center for Undergraduates at PMC, Faisalabad, under guidance of Department of Medical Education, UHS, Lahore.
Department of Medical Education has also designed and implemented Continuing Medical Education Programme through Continuous Professional Development Cell. This Cell is introducing the concept of CME/CPD in Pakistan and establishes a highly flexible, friendly, and facilitatory system of CME/CPD for teachers and trainers.

Vice Chancellor University of Health Sciences Lahore declared 2009 as year of “Medical Education” in which educational activity was planned for faculty development of the UHS affiliated Medical and Dental institutions in Punjab of both public and private sector. Three batches, each of 35 participants were selected to undergo training in the form of workshops in following areas:-

Educational Activities during 2010-2011
Curriculum Development
- The department of medical education has now developed curricula in 26 different MD & MS Programmes conducted at PGMI Lahore & UHS affiliated medical institutions. These curricular documents are prepared with the help of experts in each discipline and are based on a structured, year wise educational & training programme in the relevant basic medical sciences in the 1st year of enrolment along with education in Internal Medicines in all M.D. programmes and General Surgery in all M.S. Programmes during 1st & 2nd year with evaluation at the and of second year. The specialty training along with Research component is taken from the 3rd year onward of the programme after passing Part-I and Part-II examination. This is for the first time in history of medicine in our country that a document of structured, supervised educational & training programme is available in each discipline. Behavioural Sciences, Research Methodology & Biostatistics is an essential component of Part-I education.
- The Range of M. Phil Programmes have been extended to include chemical Pathology, Haematology, Forensic Medicine, Behavioural Sciences and Human Genetics. The candidates have already started undergoing training in these additional discipline in the University & PGMI in relevant departments
- A new diploma has been introduced on "Assisted Reproductive Techniques" considering the need today of such an educational programme. This programme is carried out at some of UHS affiliated private sectors medical institutions
Revisit & Review of OSPE
This pattern of practical exam of undergraduate Medical & Dental Professional examinations was introduced 3 years back. After obtaining enough feedback form all relevant quarters, the Academic Council of UHS in its last meeting decided and directed department of medical education to revisit & review the entire OSPE pattern. For this purpose Faculty Committee Meetings were arranged at UHS, Lahore in each discipline of basic and clinical sciences in the month of June, 2011. During these meetings the OSPE pattern was thoroughly reviewed and discussed. Each Faculty Committee constituted a sub committee to:-
- Formulate recommendation on OSPE pattern.
- To convert the syllabus in the discipline into curriculum document with special emphasizes on general educational objective, specific learning outcomes, skills and competencies to be achieved by each candidate at the end of education in the discipline.

Health Professions Education
A programme at master’s level is being developed at UHS in medical education with the help of national experts in this field. This programme is extremely important & vital for the future development of medical education in the country.
At the same time an MOU have been signed by UHS, Lahore and University of Liverpool (England) to introduced a joint degree programme in “Learning and Teaching” ( Medical Education).This programme will be conducted by visiting facility from UOL on site, associated with distance learning and assignments, followed by an educational research project and thesis writing.
The faculty from UOL visited UHS in the month of June 2011 and conducted an educational programme for one week on Critical Thinking, Reflection, E. learning and Educational Research.
A conference held at UOL in medical education was also attended by UHS delegate to promote the planning and development in this direction. The idea of joint degree programme was endorsed and other relevant issues were settled.
Presently UHS, Lahore is seriously considering whether to introduce both these programmes separately or should see the possibility of merging them together in a single degree programme.
Family Medicine
Education and training in family medicine is completely non-existent at university level. UHS for the first time is developing a programme in family medicine at Diploma (2 years programme) and degree levels (4 years programme). In this connection Prof. John Biggs (Australia) visited UHS, Lahore to stream line the programme. Who held workshops, lectures & Seminars with family physicians early this year. The recommendations and curricula are being finalizeds by a stearing committee in family medicine, under the guidance of Prof. John Biggs. These programmes are expected to start from this academic year after approval from different statutory bodies of the university.
Facilities
One room has been designated for the office of Director Medical Education. One main hall with partition into seven cabins has been specified for Departmental Staff. One workshop room is also specified to Department with all facilities to conduct workshops/meetings.
Department of Medical Education at UHS has a complete separate book section in Main UHS Library which has books on medical education. A requisition of about 200 books for the department has also been approved and under process of purchase.
